You will find there is a shear pin that has broken in the wheel that will not engage. Not sure if its a pin or bolt. I had to replace one several years ago.
no known safety- did you assemble anything? if not- return it. if you did asssemble anything- slowly go back thru in reverse and see if you have a bolt in wrong
You can buy one at: www.searspartsdirect.com. Just enter the entire model number minus the decimal point which will bring up a series of drawings of all replaceable parts. The manual should be listed on one of the drawings. Hope this helps!
