Those blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit section inside it. This will make repair easy. These are called blinking codes. Make sure about the exact number of blinking of the standby/power LED, by switching On & OFF the set, for at least two times. Count it carefully. If you wish to get some details, check the site linked here. It has details about blinking codes, and fault locating procedure, to many popular brand TVs and other devices.

If blinks continue without any pause, the main board is faulty.

Luxor tv will not power up and red light just keep flashing

I just pull out the mains plug for a few seconds then put it back in. The red light keeps flasing for a while (be patient) then stays solid red. When I then switch on again with the remote it is fine. I often have to do this.

Red light above display flashes but no functions working

hi Dave
I'm not the most technical person in the world but I think I've fixed mine which had the same problem this afternoon, which is how I came to find your message!
Right.. here's what I did. It would appear that you have some kinda mechanism jam (even if there's no disc in it), so... please excuse my non-techie terminology throughout.
By the way, I probably don't need to tell you this but unplug the unit from the mains first or you might light up if you touch something!
Working with the unit facing you (control side), remove the two small screws at the back (on the metal flange) and two medium screws from the right hand and left hand sides of the main casing, then slide it off from front to back so that you can see inside the recorder. If you look in and down at the CD tray transport mechanism you should see a white plastic 'cog' wheel on the left hand side of the unit near the bottom 'floor' of the machine. Carefully rotate this wheel with a finger CLOCKWISE (pushing the wheel from front to back), slowly and gently - don't force it - and you should see the CD tray mechanism and gubbins start to move; keep rotating until the tray comes right out, or as far as you think it goes. Then, plug the unit back in, and switch on - the tray SHOULD then be taken back into the machine, the red light will flash, and the display should come on. As I say, mine has, so try it and I hope it works for you!
All the best (we'll beat these damn machines yet!)
