What you smell is algae forming in the pipes. If you have small black particles in the tub when running the jets, it is algae. Fill the tub with hot water, add 2 teaspoons of cascade dish soap and 1/2 cup bleach. run the tub for 15 minutes and drain. fill tub with cold water, run for 15 minutes and drain, tub is now ready to use. repeat as necessary.

The bearings (or bushings) of the pump or pump motor have siezed, these can be replaced on some models but for the most part you will need to replace the pump and/or pump motor. and as where to get parts, i would suggest the outlet from wich you purchased the unit or another appliance outlet. Or if you feel up to the challenge, im sure you could find replacement parts on the internet: google, ebay, etc.

You can adjust the jets by moving the center of the jet around, if the center does not move, it is not adjustable, some jets have a pressure adjustment by twisting the center of the jet left to right. No manual necessary for this.

I had this same problem on my tub, which uses a GE motor. I looked at the motor, and on one end (the end opposite where the water comes out) there is a hole in the middle. In that hole is the head of the shaft, which has a regular screw tip. Turning this turns the motor. I filled the tub, inserted a slotted regular screwdriver and turned it about 10 times clockwise, then 10 times counterclockwise. You should see the whole motor turn. Doing this loosened it up, and then it started.
Once it started, all kinds or residue came out, which was probably why it had stopped working. I hadn't used it for a while.
After getting it running I'm going to run some cleaning solution through it, and make sure I run it more often to prevent this in the future.
I'm not a professional, just a guy trying to fix his own tub. So take my advise with that grain of salt.
