All Apple devices have what is called an activation lock. If the incorrect Apple ID was still logged in when you did the factory reset, it will prompt you to log into that Apple ID before you can proceed through setup. Once you have done so, you can log out of the incorrect Apple ID and into the correct one.

This is a security feature that Apple has written into their software to deter theft of iPhones.

everytime you buy an iPhone whatever its version you have to ask the seller to deactivate "find my iPhone" and sign out of his ID, so you can create a new one.
