First make sure your battery is fully charged. The charger on lawn tractors will not keep the battery fully charged as they just produce a light charge. Check battery before the starter but if battery is fully charged then it's possible the starter could be bad.
Thank you. But with the engine cover off i try and spin the top of the motor and it spins but seems to get stuck at a point, then i spin past that spot and it spins freely. Same thing that's happening with starting. It keeps stopping at that spot, passes it, spins another 3/4 revolution and gets stuck again. So it never gets a continuous spin to start. But with the spark plug out, it spins freely.

If a small engine wont start its usually one of two problems, its not getting gas, or its not getting spark. easy way to find out if its getting a spark is to remove the plug, put it back back in the connector and just let it hang down while you try to start it. you should see a bright blue spark, if you dont try changing the spark plug. if its getting a spark come back on this site and i'll help you trouble shoot it.

Yes, there is a switch on the dash. It operates an electric PTO or clutch for the mower blades. That is how most lawn tractors work. Of course , yours could be different, but if it is, It still has a clutch somewhere and a lever to engage the blades. Most of the electric ones are controlled by safety switches, One being in the seat, if you are not in the seat, it will not connect, if you get out of the seat with it running, the engine will cut off. Sometimes one is on the mowing deck, it will not connect if the deck is up. If you cannot get the PTO to work, it could be shot. (Rare) You can hear it go when it starts, check it out, hope this helps.

replace the starter gear. the starter is probably fine and alot cheaper if you just relplace the gears.

Is the battery charged up? Check that the headlight is on and bright.
Does the solenoid click but the starter not spin?
It could be jammed in the flywheel. Try engaging the drive and rocking the machine back and forth. Then try the starter again.
