That is not a plug in part that looks like a power board which is not recommended to be used on high power devices like a fireplace . I suggest the fire place should be plugged directly into a power wall outlet .that can handle the current requirements. usually 15 amps max via a fuse or circuit breaker in the switch board of the power feed. .

yes I have done this to a power board myself but with an arc welder and other devices plugged into a power board at the same time.

What's probably happening is the low air pressure in your condo, a typical situation with a basement condo, is always drawing air down your chimney, I guess through the badly closing fireplace damper. When there is smoke on the roof from the condo fireplace above, some of that is drawn down your chimney along with the air. The simplest solution is to add enough outside air to your condo so that your chimney is not acting as an air intake.
