I used "TODO PC trans pro" backup.
say w7 to w10
I did the backup to my file server
then
fresh installed the w10,
and the recovered all apps
the recovery did fail on say 10% of apps
but each one is w7 only app so fully expected.
you never told how many appl programs are installed there. 1 ,10 or 100?\
also make sure all paid apps ,you have
all email COA licenses in your email folders by same name if on the PC backup all local email now. (local email client)
really the big deal is losing 50 licenses
PC trans does not allow license thief.
so the apps all must be re Registered.
lets do a list (fresh w10)
backup all COA licenses to all apps now.
delete all apps not wanted now.
update all apps that are old to w10 versions.
most w10 apps run on w7 too but they tell you that, if you look first.
then run PC trans pro, app backup to other media.
install w10 fresh
recover apps.

the PC needs to be 2010 or newer

nor if device manager bleeds red ink.
I use revo uninstaller to force apps to uninstall.
3 ways to do that via REVO and never fails. used 1000 times.in last 7 years.
most app uninstaller.exe are pure junk
leaving junk in files and and mess in the registry, REVO is the cure and king here.

search in the registry for

see if the name of he app shows up.

case in point you have bobs-w7-only-photo- editor installed
and after w7 to w10 upgrade
bobs app is now born dead.
so you click say a PNG and bam,

This is a Registry Problem and can be fixed by runing error repair pro or any good error repair software. it will scan and fix the registry.

that doesn't sound good, dell pc's normally have a recovery partition, so if you don't have any valuable photo's/documents on there you should be-able to restore it to how it came out of the box. On my dell it's restart the PC and while it's booting hold CTRL and F11
That will wipe EVERYTHING on it and restore it to factory settings. so only do it as a last resort, it will only work if dell has put a recovery partition on you machine

Looks like you have Malware /
REBOOT / tapping the F8 key on the keyboard... / Select Boot into "SAFE MODE"
Then browse to C:/Users/jlfig224/AppData/Roaming/
DELETE folder : 58922d0/ (and everything in it)
REBOOT ..and reply back with results.
