Im assuming from what your said about "when plugged in" , the heater is electric.
Whether it electric or gas, it simply needs a thorough cleaning, Remember it sat in the "corner of the garage from about 7-8 years ago?" It gathered a lot of dust, dirt, lint and probably a spider or two or even a mouse nest.. It needs to be cleaned inside and out, That should solve your problem. However, do not use water to clean it.
Use a vacuum cleaner that has a hose and crevice tool attachment to accomplish this. Be careful not to break or disturb any wiring. Use canned compressed air with a straw nozzle (like you clean your computer with) to reach into the nooks and crannies to blow away the dust. After you're satisfied that you have done a thorough, spot one job cleaning the heater, reassemble it and give it a try.
