There is free software available for retrieving deleted items. Important thing is to not add anything to your computer hard drive so as to prevent it from writing over the alleged deleted file(s).

If you are talking about booting from safe mode, you will have to restart the computer. Right before windows load you have to press F8, F4, DEL (usually), and if that does't work. Research the user guide for the correct function key.
