I had the same issue with a Samsung DV209AEW/XAA. Rear Access: 1) On the back where the Vent comes out you have 4 total screws. 3 of them are on the outside edge and the fourth is more of a middle mount that holds the tube to this bracket. Remove all four screws now you can lift and lean this plate to remove it. 2) This will also free up the vent tube and it can be pulled and cleaned also if you desire. 3) With these items out of the way you can now access the pulley for the belt and other items.
What I found was the belt had come off and the spring on the drum belt pully had come off.
After I disassembled the whole top and front to figure out I could not access what I needed from there I discovered I needed to enter in from the vent is.

1.) Poor air flow:
If your dryer is plugged up with lint it will not heat. In the back of your dryer is a air distribution manifold. It is elongated and round at the bottom. There are just a couple of screws holding it on. Unplug your unit, remove the manifold, usually at the bottom is where it is plugged. Also clean around the blower wheel.
2.) Bad door switch - If the drum is not turning.
If you hear a clicking sound when you push on the plunger the switch is good. If not:
Remove the top cover. There are two clips in the back, one on the right and one on the left. Using a spatula or thin blade push in to release, then slide the cover back. You should be able to see the door switch. Remove the two wires from the switch. With a multi-meter set on the lowest ohms check the switch. If you get a reading other that '0' the switch.

3.) Thermostats:
This is located inside the dryer on the side of the electric heater assembly. You must ohm this out as above.

4.) Bad heater element.
Ohm this out as the above.

5.) Bad motor drive pulley contact switch - If the drum is not turning.

Ohm this out as well while holding the button in. Once again should read '0' if good.

The belt is in good condition spins with the drum and is a tight fit
then next to check is the door switch.
