Freezer side, we replaced seal because it was coming off and looked like it was melting. New one also melting. Frame of freezer (not door) is hot to the touch, seems to be melting insulation. Help?

some door gaskets snap into a track and others are held on to by screws in a metal frame. you can pull the back of the gasket apart to see which you have.
are you sure that the gasket is bad? you can do the dollar bill test by placing a dollar bill between the gasket and door frame and shutting the door. if the dollar bill fits snugly and is not loose the gasket is good. However you may be able to look at your gasket and see that it is torn or warped and not sealing good.
replacing the door gasket can be a little tricky but with a little patience and some very hot water to soak the new gasket in to make it easier to work with, you should be ok.
keep the bottom of your refrigerator and freezer frames clean (this is where everything spills and gets sticky) to keep the gasket from sticking to the frame and tearing up over time.
If the door seals are still pliable and intact there are two possible causes.
1/ The upper door hinge on the top of freezer unit has two adjusting screws under a plastic cover/cap which allows the upper hinge to be set forward or back altering/adjusting the spacing of the door seal to the freezer body. Moving the hinge outward at the top will cause the door to seal tighter at the bottom and lessen escaping cold air and condensation to form (water droplets). Adjust carefully so as not to create a weak seal (air gap) along other sealing edges of the door frame.
2/ Many United Refrigeration Commercial Freezers are manual defrosting. Moisture from inside the freezer can condense between the inner molded door panel (door shelves) and the exterior metal door. Usually ice buildup will occur in this space, but when defrosting or during high ambient temps the ice will melt and drip out along the bottom door edge/seal. Screws alomg the door frame (hidden by the door seal) hold the seal in place and also the inner molded door panel. The inner panel can be removed to replace the seal or to remove the ice buildup.
Are you sure about these temps C or F? At 2 deg on either scale, food would freeze! And -23 is unreachable. Water running down the door sounds like a seal leak, check by putting a dollar bill between the seal and the frame. It should NOT pull out easily. Or there may be an air leak in the ice/water dispenser. Look at these parts closely. Or the "stile heater", a heater in the door frame to prevent condensation, may be broke. This is expensive to fix.
