There will be a box that the unit gets power from, either up on the roof or on the side of the home, the fuse or circuit breaker will be in there.

Heat works until thermostat calls for aux heat, then blower shuts off with outside unit still running.

Some blowers shut off depending on the system. Do you have electric hest strips inside? If not the blower will shut off. The outdoor fan should not be running if in defrost mode. If you have heat strips then you likely have low voltage wiring crossed

BUZZING NOISE FROM MY HEAT PUMP

Take a look at this YouTube page that explains with good videos what are some of the common problems with heat pump noise. The one that seems dominant is the defrost cycle a heat pump goes thru when it melts ice off the evaporative coils. In defrost cycle, The compressor runs but the cooling fan does not, so you will hear a loud buzzing sound and the unit sounds like it is stalled...because only the compressor is running to generate heat to melt coil ice.

NOT a problem--preventive maintenance is my goal. I kept my Payne heat pump (installed in 1985) humming nicely until this January. I only replaced it because of cost/efficiency issues ($$$) every summer....

By code, whoeve installed this brand new unit should
have left the manual with it. Check the electrical
control box or the fan compartment to see if a manual

sounds as if the heater coil itself is burnt out. These coils may be repaired if you can get an universial coil repair kit and rewire the heater coil yourself. Since the age of the unit is in question I don't know if it is possible to get a kit for repairs but you never know. I would check an a/c supply house for this kit. Good Luck on your repairs

My American Standard whirlpool pump will only hum.

The bearings (or bushings) of the pump or pump motor have siezed, these can be replaced on some models but for the most part you will need to replace the pump and/or pump motor. and as where to get parts, i would suggest the outlet from wich you purchased the unit or another appliance outlet. Or if you feel up to the challenge, im sure you could find replacement parts on the internet: google, ebay, etc.
