If I understand correctly, you are referring to a password that is set in the computer's BIOS which comes before the operating system (Windows / Mac / Linux) starts.
Most BIOS passwords can be reset using a jumper on the motherboard. This is where it gets very specific to the motherboard so you should look for documentation on your specific HP model at support.hp.com.
Typically, you move the CMOS jumper to different pins, power on the system and when the POST completes, turn it off, move the jumper back to its original position, and the computer should start without the "power on" password. In short, it removes whatever changes were made to the BIOS.

I'm assuming you are not using the default "ADMINISTRATOR" account of windows. Try this if thats the case on the user name screen

and you will be able to go on the desktop.Then you can remove the

Turn the unit off. If you open the unit there will be a jumper to clear the CMOS and a battery. Remove the battery and then switch the jumper as silkscreened on the board. usually there are 3 pins currently crossed are 1 and 2. switch it to 2 and 3, press the power button then hold for a few seconds. unpress the button and remove the pwoer cord. press and hold the power button again for a few seconds to clear all power. reconnect the jumper to 1 and 2. put battery in and plug and boot. password should be gone.
in some units there is a "clear password" or "cmos password" jumper. crossing this will remove the password in those units.

In windows? Or on the computer itself? If it's a system admin password just go in to the bios and where it says administration and password go in and tell it not to ask anymore.
