Drill master, model 93440 battery needed

Your best bet might be to rebuild those NiCd batteries if they cannot be revived. It is possible to revive NiCds by using 2 good batteries or a high power DC source of about 40 Volts. The details for reviving NiCd batteries are all over YouTube. I suggest you watch a few before attempting to do this. Results are mixed. They may come back almost 100% or they may be done for. In that case you will need to rebuild with new cells. Harbor freight tools are throw away tools. They are cheaply made and have poor support.

DeWalt charger #DW9107 binks eraticly, even when battery is not installed, DC output is 35 volts, which is too high, the reading across all of the diodes on the circut bd in the converter circut is 5.8...

There could be a number of things wrong inside the charger, and could cause more problems trying to replace components on the board. Your best bet is to look on ebay or some other place to see if you can get a replacement charger.

Do the same in reverse, if possible. Also, you could use two channel locks as most of those chucks have two rings, the narrow one towards the drill itself being attached to the motor. However, make sure the screw inside the chuck is tight first -- I've seen those back out and block chucks open.

Charger died.

It is usually a current limiting resistor anyway... so I would think that about 100 Ohms should be all good, you generally need about 250 - 300mA to charge ya batteries. It is simple Ohms law calculation.
