To some model sets; especially LED back-lighted types; the back-light inverter circuit will be part of the main power supply board [SMPS]. In such cases, the power supply board might need replacement. To some models sets, the back-light inverter and SMPS section circuit will be integrated at its main board itself. If so; the main board should be replaced. To some models of sets, all these section circuit will be integrated at its main board. If this is the case, you have to replace the main board.

Easiest way to identify the problem is to try and use a different TV set with the converter box. If you still have a brightness issue, it is the cable box that is causing problem. Call Comcast.
Otherwise, the tv itself is having issues maintaining a steady brightness, likely due to the auto-brightness control. You didn't mention which tv that you had, but there will be a sensor somewhere on the front of it that detects ambient light intensity. Try blocking this sensor with a piece of opaque tape (like electrical tape) and see if problem disappears. If it does, think outside the box for the root cause.
Were the fluorescent lamps in the room just replaced? Was a fluorescent lamp just added (does it make a difference if all the lights are turned off)?
If it doesn't make a difference, then the inverter for the backlight, or the backlight lamp itself, is near end of life, and needs to be serviced, in the case of a flat panel TV. On a regular tv that has a picture tube, the brightness gain is unstable, and likely requires a service shop.

it may be that the power board now needs to be replaced. That is generally an easy fix. If you are not technically inclined seek a professional or if you are just order the power board for this model and replaced it.
