Shake well, re-install
check the connection between toner chip and drum/body actuation
if not ok
then replace with new one.

The Pagepro 1500 is an older design and the drums on those are only rated for around 12,000 pages or so. Unless you have a computer that can query the printer directly to get the error code the print driver is giving I can only recommend disconnecting power, remove toner, remove and replace drum, replace toner and reconnect power. (Cold reset) But, if the drum has reached its end-of-life then the only option is to replace the drum. At that point it's better just to buy a new printer; the drum replacement cost will probably be prohibitive.

some cartridge have electronic chips on them if the chip says empty then the copier say ok replace the toner will not tell the chip it is new
