Could be dirt in the carby , blocked fuel filter or lack of adjustment in the accelerator cable
I will go for a cable adjustment as they slip under the clamp on the carby bracket when the throttle is pull wide open

Are you sure there is oil in the machine?
Are the Fins on the engine clean and not loaded up with sand and mud?

Sounds like it is running so hot that it is seizing.

I have a Toro Model 20070 Electric start Lawn mower. It will not start. I changed the plug and filter. I pulled the plug and there appears to be no spark. When I turned it over I saw no spark. I guess my...

check your mower for interlock switches that might interupt spark for safety reasons.

A chute switch or something like that. Check your owners manual for troubleshooting.

Unplug the keyswitch and try pull starting to rule out a bad switch.

If it still doesnt have spark you might need a new coil.

The coil is right under the recoil cover and are fairly cheap.

A set of hand tools and $30-50 for the part should do it.

I have a Toro 1984-85 self propelled pull start lawn mower and I can get the fuel and air mixture just right it won?t stay started, it runs great but gets flooded now (I think), does anyone have the fix-it...

If the mower floods, it may be a float problem, if you have a carb with a float. New fuels can destroy older floats, dirt and gum can keep them from closing off the fuel supply. If you are comfortable taking your carb apart I would start there.
You will need the engine make and ID to get a manual.

Oil dripping on push mower deck

maybe from spilling that would be the best case. the worse case could be the sump gasket could have a tear in it and that would have to be replaced..good luck
