Light on charger flashing red for over an hour, no green light. I tried to use the weed eater anyway, it now has some charge but still just the red flashing light when I plug battery back in

either battery is charged or battery is bad.
All chargers act different so I can't tell you. Try measuring the battery voltage with a meter. I assume you do not have another battery to try.
If the voltage is about 40V then the device might be bad. If it is much less (discharged) then the charger might be bad.
But the battery may also be bad.
A high internal resistance on the battery might cause the charger to think the battery is charged because it isn't drawing much current
You must connect the battery with the charger separately in the main plug, when it flashes a red light, it's then busy charging and when it goes green after three to five hours of charging, then it's ready to be used. hope that will help.
My Ryobi 18V One+ charger blinks green while it's charging. When the battery is fully charged, the LED goes to a solid green. However, one battery recently had a faulty cell. After several hours on the charger, the green and red LEDs both were blinking. That indicated that the battery failed late in the charging sequence. It didn't fail the initial testing by the charger. The other battery I charged that day charged fine.
The extended capacity batteries can take 12 hours to charge in my experience. The regular batteries take less time. The charge time will depend on the battery chemistry(The older NiCd batteries take longer to charge then the Lithium batteries.)
I hope this helps. Assuming you aren't dealing with a cold or hot battery or charging environment, if you have any suspicion about a faulty battery, replace it.

(Note: I have a 12V drill as well. Those batteries takes longer to charge for the same relative capacity than the 18V NiCd batteries.)
The Ryobi charger will flash green as it charges and then remain steady or slowly flashing green when fully charged. Flashing red means testing and if it remains steady or slowly flashing red it is defective.
I have used alot of battery type drills and other action tools . Ryobi is on the lower end of the market as opposed to Milwaulkee and Dewalt . But my experience with battery operated tool charging equipment is that if the light is green and it's blinking , I would say it's charging . When the light goes off or stays on . I would say it's charged . Leaving the battery or batteries in the charging unit for 24 hours will not hurt the battery . My solution here is put it in the charger , and check it 12 hours later !

If both lights are on and both are flashing the charger is reading the battery as defective and the charger won't charge the battery. If the Red light (yellow if plastic is faded) is on and the green is flashing the charger is trying to charge the battery. If the battery won't charge replace it.
