Kenmore 700 series top loader washer. I put it on the normal cycle, the washer fills and agitates for a few minutes (maybe 5) then drains only to fill back up and finish the cycle. Is this normal?

no
some cycle the agitator during the fill cycle to get better distribution of the clothes as it is filling and then shut of the water and proceed to the wash cycle
have a technician check out the program board

I have kenmore 80 series heavy duty/ super capacity plus washer that after it fills with water,hot or cold and it starts the wash cycle, I noticed that the agitator only moves once in awhile and stops

hum either a bad timer sticking the point contacts close. have u tried this in all cycles? and possibly a motor with bad windings not enough power to run agitation? try running in mild or gentle and see what happens? I was tempted to say the cam dogs in agitator but they dont work then stop then work, when they go out they go out.

How do I check and replace the water level sensor on my Kenmore 80 Series Hvy Dty Washer?

Try eserviceinfo.com/index as per your 80 series. There are various downloads there that may help access the water level sensor which is most likely the problem.

Kenmore washer 80 series start cycle, agitates, but won't drain. Lid switch checked good and I by-passed it to confirm. If I manually pump the water out the spin cycle starts

Washer only agitates and fills with water at same time.

The contacts in the timer are shorted (fused together). You can try removing the timer, opening it up and releasing the contacts that are fused together with a small flat blade screwdriver (look for burnt contacts). It might work for a while but it likely won't last. Your best bet is to replace the timer.

Washing machine agitates but won't drain

if it has a filter, check for blocage. otherwise check hose down to the pump and for foreign objects (coins etc) in the pump

It sounds like the water valve is bad,the water valve level(sm. med. lg.)controls the water valce-mike
