These are for Nano, but they apply to all iPods:
Reset, Retry, Restart, Reinstall, Restore
Remember these five basic suggestions if you have a problem with your iPod nano. If
one of the following doesn’t help, read on for solutions to specific problems.
â Reset your iPod nano. See “General Suggestions,” below.
â Retry with a different USB port if you cannot see iPod nano in iTunes.
â Restart your computer and make sure you have the latest software updates
installed.
â Reinstall iPod and iTunes software from the latest versions on the web.
â Restore your iPod nano. See “Updating and Restoring iPod Software” on page whatever.

The battery may be going bad. The internal battery in the ipod has a limited lifespan and will eventually fail. When this happens the amount of operating time you get between charges will gradually decrease unti eventually the unit will not stay charged. It sounds like this is what you are experiencing.
You will want to contact Apple about the unit to get more informaiton on getting battery refresh service,

Try a reset: Press and hold the wake/sleep button and the home button simultaneously for ten seconds and the apple logo should appear on the screen. Release the buttons and it should work like normal. Hope this helps.

Be sure you have a full charge on your I Touch...
Hold the button down on top of the player on the left side down till you see the "Apple Logo"...then it will take you to the "slide switch" at the bottom of the player screen, slide the "slide switch" with your finger to turn on the player.
To turn off the player hold the top button on the left side till you get another "slide switch" ...slide you switch to the right to turn the mp3 player off.

how many times have you charged it
Ipod batteries have a lifespan so they can only be recharged a certain ammount of times before they need replacing
if it will turn on with a charger either your battery is completely dead or the battery connections are loose or faulty
