I'm sorry to hear you can't recline your DC65. I note you've mentioned there are no blockages in the hose, but it is worth double-checking there are no blockages in the internal changeover valve either:

Their will most likely be a pen or something in the diverter. Take the hose off and look where it goes in to the machine. Reach in their with a long finger and you will find it.
