Sorry, steve, that you are experiencing this problem.
According to canon.com's website regarding the i9900 InkJet Photo Printer:
Why color ink may be used when printing in black and white
Even when printing in black and white, color ink is used for the following reasons:
Automatic cleaning of the print head.
To prevent the print head nozzles from clogging, the print head is automatically cleaned periodically. At that time, a small amount of each color ink is consumed.
Therefore, although printing in black and white is performed, color ink is also consumed.
Color inks may be used to create black.
When printing in grayscale or on photo paper or when duplex printing, although printing appears in black and white, the color black may be created using the three (cyan, magenta, and yellow) color inks. Printers without a pigment black tank / cartridge will print black / grayscale will create a composite black using color ink even on plain paper.
Therefore, although printing in black and white is performed, color ink may be consumed.
In order to keep the heavy black ink from smearing on the page or in the printer, color ink is used when duplex printing to help create black text.

I might suggest taking out the color ink cartridges leaving only black there, but some printers don't take kindly to this. So, you may have to further experiment with magenta, cyan, and yellow to make it at least seem b&w to your best eye's judgment.
Probably what happen is that you are printing black and white but you have your printer on color mode, try to set the printer to grayscale or black and white before print. The printer is tring to get the black and white by mixing all three color, that is the most comon way of make black, so, when one of the color is missing you see those red lines.
Also you will solve the problem replacing the color cartridge.
Could this be the problem? From the User Guide:
"Print Color images in Black and White -- Print your color images in black and white to save the ink in your color ink cartridge. NOTE: You cannot select this setting if you have selected Color Cartridge for all Black Printing"
you can make a selection from the File->Print option of your word processor or whatever package you are using. it is your command that sets the printer to B&W or color. If your Black ink finishes then the printer even if set to color will print black as near black with color inks.
Check your settings for your printer software program, change it to black and white, and then you will need to change it back to color, if you want to print in color.
Black ink is an essential part of the printing process. The black color is only made by the black cartridge, the color cartridge does make "black".
One or more optional photo cartridges may be available, depending on your printer model.
Use the photo cartridge with a tri-color cartridge for best-quality color photos and graphics, and sepia or antique photos.
Choose a gray photo cartridge to print black and white photos with truer grays and richer blacks.
Depends on what you are doing, to print black and white documents only it is better an monochrome laser. To print photos, few color and black and white documents for a home users is generally better an inkjet. Good color laser are big and expensive.
Laser toners cartridge cost a bit more but last longer.
Generally, if you print only B&W, it is better a laser. If you print some documents and you want to print photos, then get a good inkjet. If you want to print loads of B&W and color, and you do not need to print photos, then you can buy a color laser.
Open the printer Properties, Under quality there should be a box that you can check (print in greyscale) or (print in black & white). You have to remembe to uncheck to print in color.
