You'll need to connect your GPS device to a computer (using the USB port), and use the TomTom HOME software to access and download maps from the tomtom website and install it on your device. Then, when you connect your GPS to your computer and run the HOME software, (after you sign in to your TomTom account), the software will identify data, maps, etc. that you can download and install on your TomTom GPS device.
Recently Tomtom has limited support and updates for certain (older) models of TomTom GPS. They hope you'll get a new model. If your TomTom One GPS device is one of those models with little/no support, you're out of luck.

Usually, you connect your TomTom to your computer, and use the TomTom software (e.g. HOME) to update (e.g. buy, download and install) your map(s).
If your question is about how to copy a (new / another) map on your computer to your TomTom device (i.e. without using the TomTom HOME software), you can simply copy the "map" folder (of the map on your computer) to your TomTom Device (that you've connected to your computer).
You may have other questions like, is there enough memory on your TomTom device for the map ?; is the (new/other) map version compatible for the TomTom (model/version) device that you have ?; is the map "activated" to run on your TomTom device? etc.
You may be able to get "free" map updates from (illegal) underground sources. But that's not recommended. Yes, you're right, you can simply get a new TomTom GPS and get the latest map(s) for it. Consider getting a TomTom with lifetime maps ....and you won't have to pay for any map updates.
You have to first load maps on the gps before you can use it. You go to tom tom website, then you update your tom tom with maps, then register your device. After doing that, I assure you will be able to use the gps.
Go to the TomTom website. Download and install the Home Application (if you did not get a CD_rom with your device). Run the HOME application and click Update my device first. If you device has been recently put into service (less than 30 days) you may have the right to update the maps free of charge. If not you will find maps to buy.
That is really strange! I can only suggest that you verify what MAPs are physically on your TomTom device by connecting it to a PC/LAPTOP and use Windows Explorer to look at your GPS drive folders: should see a folder for each 'country' (like GUAM). The normal way to check which maps are registred and loaded on your device is to use TomTom Home -> Update maps function: it will show you the status or whereabout of any Maps that you have loaded or backup and which one can be purchased. Hope it helps: let me know how you go. ps.i f you wisely backup your device on a regular basis (via TomTom Home or direct copy to your PC/LAPTOP), you could always RESTORE FROM BACKUP and start again.
