Set washer to cold wash and turn it on and check water. If the water is hot, then swap hoses. If after hose swap water still hot then either inlet valve is bad or control board or wiring short.
The make and model number would be nice to have but you cannot turn the hot off because there are two inlet valves and on hot setting the cold does not come on. Also some machines sense the water temp and heat it if it is not high enough.
if you only want cold water for washing, just select cold wash in the program settings and turn off the hot water tap
so the settings you will be looking at are --like --
tub fill ---low water medium water or high water
water temp cold or hot
rinse hot or cold , wash setting --heavy , delicates , whites , woollens etc
may not be exactly worded like that but you get the idea
when ever you see wash temp or water temp , select-- cold
simple, connect to faucet and be sure unit is positioned to drain into sink. make sure nothing prevents sink from draining. turn on hot water and wash for approximately 10 minutes. since it does not wash very well a longer duration might be in order and or hand washing anything that is not thoroughly washed. It unfortunately will consume lots of water and you need a water pressure from the faucet that is at least 10psi. removing the aerator many times will increase water pressure if needed.
check for 120volts on both water solenoids (hot & cold) as the solenoid could be bad,or the machine isn't letting power to the hot solenoid valve to open it,but frist make sure the hose screens aren't plugged and not letting water through these fill hoses to these solenoid valves
your hot water supply might not be getting to the machine.
check the filters in the hot water supply hose.
If the waters not hot enough the hot water light will flash,or you can go into Options adjustment,in your user manual,then adjust you water temperature, its is easy.
