Replaced the T-CON board on a dynex dx lcd32-09 no issue resolved

Check all ribbon connections, and LVDS (cable from main board to t-con) connections. I'm thinking you may have an issue with the LCD panel itself. If that is the case, it will not be worth repairing.

Most likely either the main board (processes all signal) or even an issue with the power board (supplies wrong voltage somewhere).

In either case not cheap.

I have the dynex dx-lcd32-09 model tv.One day I was watching ashow on tv and all of a sudden the picture went white,But can still see the image.I tried everything from turning it on and off to back on...

The T-con also called LCD contoller board needs to be replaced. You can check this link to find the part for your LCD. This board is located in the upper middle part on the screen under a metal shield.
I would suggest to contact them first before order the T-con board.

Yes, that is correct you need composite (or coax) cabling to your TV. The unit cannot carry the VHS signal via component video or digital audio cabling
