There is generally more to the instructions, ie cast on 143 stitches, single crochet..., double crochet..., etc. At any rate, whatever the 143 stitches refers to, it should be done for a total of 143 stitches.

What does sn in crochet mean

I am not familiar with the crochet stitch abbreviation "sn". Did you mis-read the abbreviation, perhaps? Or, maybe there is a typo in the crochet instructions.

There is the crochet stitch abbreviation "sh" which stands for "shell" - a shell stitch.

What does "work Puff Stitch, Ch 1" mean?

Usually it is best to perform each step as stated in the pattern. Close the Puff stitch (follow the instructions for closing the Puff stitch), then Chain 1.
