The water it is collecting is due to the high humidity level of the air passing through the cold coils; the result is condensation. This is normal operation; dehumidification is an important part of the cooling process. As the room gets cooler & less humid - the amount of condensate will decrease.
Many of these coolers provide a means to connect a hose that brings this condensation directly to a drain; instead of filling removable tanks that need to be emptied regularly. These coolers usually do not have condensate pumps and rely on gravity to drain. That makes it very important to route the hose in such a way that no portion of the hose is higher than the point of connection to the cooler.
