Who do I contact in regards to my fitbit? I have had 2 since august and the bracelet has broke again.

Contact.fitbit.com You will also find thos info in the warranty, this can be found at the bottom of any page on fitbit

You must use the app or Fitbit Connect to set it up. The Bluetooth settings screen on the phone or computer will not work.
