Does not keep ice frozen. Is this a defect? The documentation said it would keep ice frozen up to 18 hrs. Well, it does not. AND I found reviews that the answer was "the ice will stay frozen as long as the compressor is on". Defective?

Check the thermostat control to minimum, if still making ice freeze then it is defective. Check the defrost push the button if doesn't defrost it is defective. Replace defective parts with the same ratings and size. I hope I give you idea for your freezer problem.
Try this... unplug...
take everything out and defrost the freezer
(go get a couple bags of ice and a big clean garbage can so you can keep the food cold)
you can defrost the freezer faster with a hair dryer
when you finish turn t'stat to high setting... put all food back in and dont overload and dont block any air vents (if they are located at top dont overlaod)
plugg in wait 24 hrs...
if you dont notice a difference let me know...
the water that is frozen in the fill tube could have come from the old water valve that you replaced ,you got to get the ice out, the easiest way ,though not the fastest ,is to unplug fridge for 24 hrs . and leave the doors open to let it defrost, the plug back up and hopefully in 5 or 6 hrs you'll have ice
the thermostat in the ice machine is not working. its most likely tha the icemaker is a FSP whirlpool it's a lot surer to just replace the hole head and be done with it unless you'd like keep dealing with it.

The only thing you give me that would allow me to solve this issue, is based on the fact that the freezer is getting warmer, and fresh food section is staying cold. So, knowing nothing more than that, I must sadly say that you need a new refrigerator to solve this issue 100%, as it sounds like you have a failing compressor, or a slow leak in the sealed system. Both scenarios are terminal.

Use a freezer thermometer and tell me the actual temperature. Or at least store some ice cream and see if it stays brick hard. Unless I have some idea of the actual temp I can't tell if defective freezer or alarm
