if you are sure the batteries are okay , look at the connections to the rear axle, making sure they are a good clean connection, you be amazed the problems with those connectors...

1. Motor breaking down.. ( Resistance changing ), Brush less motor otherwise check the brushes...
2.Brake coming on so slowing the scooter down.
3.The output stage of the controller is breaking down....

It probably has to do with the belt overheating the motor and irritating your controller. Try replacing the walking belt.

if you are talking sewing machine the machine speed is controlled by the foot control. Light pressure slow speed through to full pressure is max speed. If it runs flat out regardless of the foot control position then the fault will be there or the resistance part near the motor.. Have a sewing machine mechanic look at it.

If you need to slow your sewing machine down I would recommend that you purchase a foot controlled rheostat.
You can vary the speed of the machine by pushing down on the foot pedal and it will increase your speed from slow to fast the farther you push down.

Sounds like a strip down of the fan and lubricate the bearings with sewing machine or thin cycle oil will do the trick.
