Resetting the Belkin router to factory default settings using the Reset...
SOURCE: cannot reset to factory default
Try hard reset Hold the reset button for a minute and while you are holding the button, also unplug the power cable from the back every 15 seconds. So, you would unplug the power 3 times and make sure, dont release the reset button even when the power is unplugged. This works for most of the SOHO routers. cheers

connect your router to computer with ethernet cable.
Then you can access it with following link.
for belkin routers http://192.168.15.1
for other routers
http://192.168.1.1
or
http://192.168.0.1
If you have problem in access router then you need to reset all settings to defaults then you can access it with above method.
For that press RESET button for 10 seconds it is in back panel of router.
Type user as "admin" and password as "admin" or blank or "password"
Then
you can see configuration page of router.
SOURCE: Wireless light is not on
To restore the factory default configuration settings without knowing the administration password or IP address, you must use the Default Reset button on the rear panel of the router. 1. Press and hold the Default Reset button until the power light blinks on (about 10 seconds). 2. Release the Default Reset button and wait for the router to reboot. If the wireless router fails to restart or the power light continues to blink or turns solid amber, the unit may be defective. If the error persists, you might have a hardware problem and should contact technical support.
Unfortunately, there is no way to recover a lost or forgotten password from a router or access point; you will need to reset the device to factory defaults. However, once the device is reset to factory defaults, you can use the default username ("admin") and password (either "password" or "1234" depending on your router) to reconfigure your router settings.
or
if there is a small hole in the front or back of the router push a hair pin in to reset to factory settings
hope this helps
