Two issues come to mind:
1) The radio has a different private line (PL) code than the other radios.
2) The radio needs repair. Possibly a bad speaker, or other problem. Try plugging an audio device into the radio and see if you can hear then. If so, you have a bad speaker.

Motorola KEM-P29923 2 Way Radio. It can transmit but cannot receive messages.

There are some ideas here, but also make sure Squelch isn't all the way up, that you aren't on some type of mute and that the Volume isn't at Zero.

Check your code. It is possible you have the code set differently between your radios.

Check your programming. It sounds like you have chosen a code number in one radio and the other radio has code turned off (zero).

try by changing its chanel and sub chanel if subchanel is not the same it will recive only.. try it..

Motorola t5720 one buzzes and you can't hear transmission. It transmits to its partner just fine. It just won't receive transmission form its partner, just a loud buzz

Try trading the batteries between the units and see if the problem moves to the other radio. If so, replace the battery pack. If the problem persists, you have a defect radio, which needs replaced.

One receives and transmitts and the other one only receives. Tell me why.

Check your interference code eliminator and Qt filter. The one which transmits & receives is probably set with these in the zero or off position, while the other has it with a number or turned on. Here is a copy of the manual: http://www.giantintl.com/ContentManage/manuals/Moto/T55xx.pdf
