There are three. One is under a little cover held in by a screw, It is visible if you remove the dust compartment. It is right underneath it on the vacuum

Have you replaced both filters? remove the canister and turn the unit on. feel at the inlet hole or under where the canister sits. If you have suction there and you installed new filters check in the hose for a clog, shine a flashlight at one end if you cant see the light use a broom handle or something similar (nothing sharp that will puncture the hose). If the hose is clear check where the hose plugs in to the brush head. sometimes cloggs can occur here. While you are at it you should throw a new belt on it if you havent changed it in the last 6 months. I was trying to replace the silencer filter, we had to take the dome cap off and remove the screws by the sn plate then lift the top off. It looks like the motor has been replaced at some point (I purchased this one used) so the wires had wire nuts holding them together. We had to separate the wires for the light so we could remove the old filter and install the new one.
The cover for the HEPA filter is located immediately beneath the clear bin, and is exposed when you remove the bin. Removing the filter cover without breaking something can be a bit of a challenge, but if you look carefully you will see how it fits on, and then, with care, you can lever it off. Then the filter just lifts out. Don't worry if you do break the cover - the cost of a new one is nothing compared with the filter itself. You will need to buy a new adhesive seal too, as the old one will be stuck to the old filter.
You would not normally need to replace the filter unless it is damaged. Access is from inside the tank itself. Remove the bucket and locate the finger loop on the existing filter. Pull toward the inside of the bucket. Replace the filer by setting in it's track and snapping tight to the wall of the vac. Unless damaged you can save and clean the old filter for reuse.

Not knowing the Model # or Brand name, it is a good idea that you can vacuum of the filters, if you have a blower – you can blow off the dirt from the filters, some filters are washable and you can clean them by washing them and letting them dry completely before you re-install the filters. Idea? If you have an old paint brush, that is ideal to clean off HEPA filters or cartridge filters or use a blower to clean off the dirt. You need to be the best judge on how to clean the filters. I assume this is a Hoover Bagless, if poor suction, the hose or dirt inlet by the brush roll may have a clog. The filter inside the dirt container may need replacement. Some had a screw to take out to remove the cover for the filter, the one under where hte dirt container sits. Alos the belt may be stretch and won't turn the brush roll under load. Having the model number would help.
