Samsung Galaxy Note 2: Can't send or receive MMS messages:
Some phones are unable to send or receive MMS messages if they are not on cellular connection but on WiFi.. if this is the case, turn off WiFi and just be on cellular
Some devices if on Power Save mode, it will not send or receive MMS messages because it takes up a lot of memory.. try turning off Power Save to see if this helps your situation
If you have a weak signal, this could also be the cause for not being able to send or receive MMS messages. I have a Note 4 and this happens to me when I have weak signal.

Hi Kim, Contact your provider and ask them to send you there WAP and MMS settings, usually when you recieve theese you switch off your phone, power it back up and YOU need to send a picture to activate the MMS settings with your provider. Good Luck!

Yes i have the Sprint LG Rumor and none of my texts are coming in. I dont think it is a device problem. At first my text messages wouldnt send at all and then i restarted my phone and they started to send but i cant recieve any text messages. Its been like this for the past hour. My Girlfriends texts are not coming in, as well as my sisters. I texted my sisters phone and her texts didnt come either. Its really frustrating me and id like to have it fixed.

I have had a similar problem when I first got my unlocked phone. I have T-mobile as well, and once they find out you have a phone device not purchased by them, they are not very helpful - they will give you their default mms settings(same ones listed on their site). I tried those settings and they did not work on the particular unlocked phone I had. I did some extensive web searching and came across a few settings that worked with my phone. I will list them here. Hope they work for you!

I was able to fix this on my phone by turning it off and then on again. My model is sgh-a737.

You will need to ring your mobile phone service provider to ask them to send you the MMS settings for your phone.
It should come through as sms then you can choose to install onto your phone.
