Why is cord difficult to pull and it is slow to turn over?

Can be a couple issues. The obvious is seized. The other is a broken jammed connecting rod. I would put some oil down the plug hole and let it sit overnight. Then after a day or so...try again with the wratchet. In both directions, forward then backward just to try and free it.

Without a tool for it, its slow and difficult. Put the hook on it in the little opening in its hub. Wind it in an inch at a time. Be careful. It will probably fly out a couple of times on-till you get it right. Don't let it hit you in the face. Good luck. Also, watch the way the rope pulls to wind it in the right direction.

I'll guess and say that the carb flooded the engine and you have hydro lock.Pull the sparkie and clear the extra fuel.
The carb is at fault,IMO.
if the needle get a little dirt in there it will hold the float open and flood the motor.

Try pulling on the starting cord while you are holding down on the trigger of the wand. A common problem with pressure washers is that the by-pass valve sticks, keeping the machine from unloading when you are starting it. Holding the trigger down works as a substitute for the unloader. Try it and re-post if this doesn't work for you.

Have you tried lubricating the drive shaft? If you turn the mower on its side and try to manually turn the blade by hand and it's difficult to turn, you just need to lubricate the shaft where it slides into the body of the mower. Several shots of WD-40 or oil should lube it up and then it should turn easily again.

Make sure that the pull cord is the proper size and length. Is it wound evenly on the spool? Does the saw have a compression release? If so, it may be plugged with carbon. Make sure the fuel filter, air cleaner, and muffler are not plugged. Try turning the H jet needle CCW about 1/2 turn. If runs well, but 4-strokes, the engine should 2-stroke when cutting. You may need to turn the H needle CW a little to achieve this. Hope this helps!

Pull starter rope wheel is Jamming against casing usually some lube n check for ware will fix it
