The beater with the nylon pad should be making contact (if it is still on the beater) when the head is lowered into the bowl. This is what rotates the bowl. If it's not making contact, lift the head and look at the area where it pivots, and you will see the adjustment screw. Loosen the lock nut and turn the screw "in" to lower the head more. Check for contact and when it is sufficient, tighten locknut.
The official parts source for West Bend advises that replacement parts for this product are no longer available.

Sad to say, West Bend's parts site as well as another I often use both say replacement beaters are no longer available for this model. I don't know how bad your original ones are, but perhaps you could straighten them out if you're careful.
