try burying your TV remote under a cushion, or take it into another room.. if it stops the TV scrolling, then the fault is with the remote, not the TV.. probably sticky buttons.. new remotes are available on ebay from numerous sources for under a tenner.. or you could try prysing the remote apart after undoing the screws, and clean up the underside of the mat of buttons.. but usually, by the time they are sticking that bad, the stickyness is in the unserviceable parts of the remote anyway.
I had this same issue, however it happened to be the HDMI cable that I used that was causing it, no idea why. I knew the cable didn't work well with my PS4 connected to the TV. But I used that same cable to connect my PC to the TV and the Input menu was going nuts. I disconnected the HDMI from the PC was still doing it, soon as I disconnected the HDMI from the TV it stopped. Just an FYI.
1. Take remote control far away from tv - 3rd or fourth room. Then switch on tv. If uncontrollable scrolling stops , then cause may be remote button (Ch+ or Ch-) has got dirt inside and its shorting.
2. If taking remote far away doesn't stop scrolling then (Ch+ or Ch-) button on front pannel has shorted. Take a cutter plier and care fully remove button from its circuit board. ( If you know desoldering, it is far better than cutting). If scrolling stops then you can operate channel change with remote.
I have the same model with the same problem; HP Pavilion 25bw and the Source Control menu pops up and scrolls like crazy. Pressing the buttons on the front of the monitor slow it down or make it pause for a second, but other than that appear to do no good. What I have had luck with, at least for a while, as long as a few months, is taking a clean paper towel and spraying it with Windex and wiping the control buttons clean on the monitor. It's hard for me to believe that a fine layer of dust may be causing the issue, but it does seem to work temporarily.

The most common cause of the problem is a stuck/shorted button
either on the television or on the remote. The worst case scenario is a faulty key control board. Remove the remote control
battery or put it away from the television. Press the menu button on
the television and check if the menu scrolls by itself. If yes, the
DOWN button is stuck or shorted. You can actually hear or feel it click when pressed if it is not stuck.
Open the back of the television to gain access to the key control board. You can either repair/replace the faulty button or replace the key control board. Remove the screw holding it to the television casing. Disconnect the old board and install the new one.
Replace the remote control if the buttons on the television control are working properly.
