I had a lot of issues with my water heater last month as well. However, it was really cold outside and it turned out that pipes were freezing up. If it's really cold at your place, try letting the water drip lightly out of the faucets to keep the water moving. That's what I did. How cold is the temperature and how long have you been dealing with this issue? If it lasts for more than a couple of days, then you should have a plumber come and check it out. I have a Siemens "Radio" Room Stat - the receiver has switched itself off. How do I restart it. I have pressed the restart button and the reset - nothing happens except for red light flashing and then off. I do not have the instructions. Where might I get them?

it sounds like your shut off valve might be bad even though it turns on and off by turing it doesn't mean that the washer is not stuck to the seat and not opening, try replacing the valve

not an engineer but maybe a heating compant,, it sounds like you have a relay that has gone bad, you have what we call a winter summer system your domestic water comes from a tank inside the boiler, you might want to think about splitting the system to save you some money in the long run, seperate the water heater from the boiler so you only heat up in the winter, right now you are heating the system that heats your house to get 30 or 40 gals of domestic hot water, it would cost you less by seperating them

there is a zoneing valve thats suppose to be in the line to keep this from happening, might even have a check valve either way which ever one you have is bad and should be changed with a new one
SOURCE: no hot water, central heating is fine
Sounds like the output fitting has melted inside and clogged up the output pipe. These couplings are one way valves to keep water from draining backwards when not in use to keep from burning elements. They are plastic inside. I would turn off water and replace those after a visual inspect if needed.
