Is it a used tablet, or did you buy it from someone?If so their acct may still be set up on the tablet. I'm not sure if a person can go in and delete that. I know that you can't icloud!

It sounds like someone else is using your Apple ID and/or account. Does anyone else in your family use your account on another Apple device (iPhone, iPad, iPod)?

If not, you should contact Apple and also change your Apple ID password as soon as possible. If items are being charged to your account and you are sure you haven't given your account details to anyone, then changing your password will at least stop the unauthorized users from purchasing items with your account.

You have to manage your iTunes account in iTunes. Follow these instructions to change account information.
