My panasonic tc-l32c22 power light turns then starts flashing 11 times

These blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit section inside it. This will make repair easy. These are called blinking codes. Make sure about the exact number of blinking of the standby/power LED, by switching On & OFF the set, for at least two times. Depend flashing code ,
7 blinks Sc board bad
10 blink power board bad

You may want to shop for that board or at least consider removal of the HDMI socket in question---tested for shorts there I presume?

Replaced the sc board and tv works fine again.

Two flashes sugests that the power supply is faulty.It will have to be taken in to a service centre for repairs.
