When you say "all messages" are you referring only to the messages on your answering machine or are you including the messages on the voicemail system provided by your telephone company? This system records messages when someone calls while you're already on the phone. Please contact your telephone company for instructions on accessing their voicemail system.

Many answering machines have an "announce" mode where the machine plays a message but does not accept messages, which is exactly what you want. Since you declined to specify the model of your GE answering system, I can't tell you how to set it to that mode. Select the model from the list at
http://www.home-electronics.net/ge/pc/user-manuals.asp to download the manual.
there is usually a buttom labelled OGM (outgoing message) press and hold until it beeps - record and let go of the button whne you have recorded the message
I do not understand why this is a problem??

and react the same way as you would with the answering machine on'
