The needle never moves forward/back on its own for most sewing machines. The needle bar goes up and down. The fabric moves due to the action of the feed dogs. First remove the fabric from under the presser foot. Check for tangled thread wrapped around the feed dogs or fabric/thread going down into the bobbin area in a tangle. Next check if the feed dogs are up. (When the feed dogs are down or covered (on some machines), the machine is in darning mode. The fabric will only move if you move it yourself.) With the fabric out of the way, rotate the hand wheel and check if the feed dogs are moving. Open up the bobbin compartment and clean out any lint, thread or other debris that may be tangling the mechanism. Take off the throat plate and check the feed dogs. A damaged throat plate can stop the feed dogs from moving properly. You may need to replace the throat plate.
For some machines, you may need to make sure that the unit is not in bobbin wind mode. This is usually obvious since the needle bar won't move either.
Plate on bottom:
Remove screws. Keep screws in safe place and oil moving parts with good quality sewing machine oil. Zoom with spout for sewing machines & servers is what I use purchased online...lubricate gears with Singer lubricant (in tube). Tip machine back onto a towel to remove screws. Just one drop oil on moving parts & dot of lube gear only if not showing signs of grease already. Please remove bobbin and presser foot before cleaning/oiling. One drop oil then generously SMEAR oil on oscillating hook,
open right front door & one drop top of needle bar.
Clean out race shuttle for lint, fuzz balls, broken threads with soft sewing machine brush & clean your feed dogs gently with bristles too.
Hope this helps. Do not clean machine near children or curious pets! I run my machine with pedal on table top so I don't accidentally step on it. Control with right hand to see moving parts. At your own risk, of course. Safe and effective but only if you are extremely careful. Replace all screws securely. Put in new needle all the way UP into needle bar groove, presser foot UP turning handwheel towards you, flat end of needle to back,
Thread Front to Back of needle.. Keeping presser foot raised @ highest position ensures thread locates the tension slots properly.

Remove bobbin, presser foot, needle.
Tip machine back on towel gently. Unscrew plate--don't lose screws!
Do not service in presence of children and curious pets. Put foot pedal next to you on tabletop.
Use Zoom Sewing Machine oil. Any part MOVING that are NOT gears get one drop oil. Any DRY
ONLY gears get dab of Singer sewing machine
lubricant.
Replace screws. Secure screws.
Open left front compartment & one drop oil @ top of needle bar.
Open race shuttle (where bobbin case fits in).
One-half drop oil of on oscillating hook (bottom left - hand corner...smear that oil around!
Insert NEW needle all way UP in needle bar groove, flat needle shank toward back.
Turn handwheel towards you and raise. Raise presser foot so that threading locates all tension slots a's you pull thread TAUT from spool to each tension slot and left to right through silver, metal take-up lever, and down to tension bracket, pass needle, then pull 6" thread towards you and thread from FRONT to BACK of needle.
Place bobbin into case and "thread" it. Set presser foot on DOWN position. Turn handwh towards you, dipping needle into needle plate. Make loop with bobbin thread, pull towards you. Place a good 7" underneath presser foot (both threads).
Let machine RUN on 24" scrap to distrubute oil/lube.

Turn the flywheel towards you until the needle is at its highest point, then unplug the machine and turn the thumb screw on the needle bar that holds the needle in place. Turn anticlockwise to undo.
Remove needle, and place a new one into the housing, flat shank to the back, and holding it all the way up, tighten up the thumb screw.
There should be a little **** in the back of the pressure foot bar that you cut the thread on. It normally is about an inch above the pressure foot attachment screw running horizontally.
Elna also bought out a a little black pressure foot screw/combination thread snip that replacded the silver thumb screw holding on the pressure foot shank which serves the same purpose. You wind the thread around it on the left side into a spring loaded crack and pull, it cuts and holds the two ends.
Failing that, a cheap pair of thread snips is another way to solve the problem.
I'm assuming that this is a generic style walking foot for low shank machines and it will fit your Elna?
To attach it, you will see a long lever arm at the front of the foot and the little curved bracket at the back of the foot.
Remove your usual foot and the clip on foot holder by undoing the thumb screw. Now fit the walking foot on instead by putting the lever arm around the needle bar and the curved bracket around the pressure bar and then putting the thumb screw back into place and screw up tight to hold the foot in place. Now lower the pressure foot and manually wind your machine forward a few stitches. As the needle bar goes up and down, it should move the long lever arm too which works the walking foot teeth gripping the top layer of fabric with each stitch.
Make sure the thread is coming off the bobbin counter-clockwise, hold the end of the thread in your left hand, drop the bobbin into the case, and pull the thread into the slot at the front of the bobbin case by pulling it up and around the bobbin case to the left until you hear a click. That means the thread is in the bobbin tension. Then hold the needle thread in your left hand but don't pull on it; drop the needle into the machine and bring it back up by hand with the balance wheel, and as it comes back up, gently pull on the needle thread. That brings the bobbin thread up through the throat plate in a loop so you can pull it on out, and you're ready to go.
