So far as I am aware of not. However, the stick makes most sense if you have an Amazon Prime account. There are also some free feature though.
It has a yearly fee. At the moment 70 Euro per year. (50 in the first year)
So the stick costs only the whatever price but using it with the Amazon features costs you a Premium Membership.

If you can still log on to the site and play games they obviously did not close your account even though you may have requested it. If you cannot login to your account, then of course they should not be billing you any longer. I would revisit their page and double-check on the cancel membership process. Tap the applicable credit card for payment and billing. Credit cards available are the following: "Visa," "MasterCard," "Discover" and "Amex."

Enter your "Credit Card," "Name," "Expiration Date," "Security Code" and "Billing Address." Tap "Next" to continue.

Review the Terms of Service and tap "Agree."

Review Billing and credit card information and tap "Submit." Activation happens immediately and you can begin using your iPad via a cellular connection.
