Hi , your mainboard uses AMI bios , "4 LED blinks" during POST appears to be a system memory related issue, some installation or compatibility.
If the display is viewable I suggest run a self booting system memory test to test installed ram memory

Error code 4. Power LED blinks 4 times than shuts down.

These blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit section inside it. This will make repair easy. These are called blinking codes. Make sure about the exact number of blinking of the standby/power LED, by switching On & OFF the set, for at least two times. In tvs speed 40 printer all led light are blinking

follow these steps
1) Press ST1+READY button together
2)Turn on the tvs speed 40plus passbook printer
3) The 4 LED will blink 4 times. Release the button ST1+READY immediately after 4 blinks
4)PRESS ST1 - ST1+READY+EJECT starts blinking
5)again PRESS ST1 - ST1+EJECT+ST2 starts blinking
6)again PRESS ST1 - ST1+EJECT starts blinking
7)again PRESS ST1 - ST1+EJECT starts blinking
8)again PRESS ST1 - READY+EJECT starts blinking
9) printer is READY wait and PUT PAPER.
10) The paper goes in and comes out 3 times. will take about 2 minutes.
11) Paper ejects automatically after printing.
12) turn off the printer and turn it on.

Merits dl5.2i dynamic has all the lights blinking and wont move what does that mean

It depends on the number of blinks that it's giving you.
For example if it blinks 4 times and there is a longer pause and then it blinks 4 times again, it's a 4 blink code and that means a right motor fault.
every number of blinks will mean something different

4 times blink shows TV got problem in vertical deflection section and vertical out IC (IC561) either missing supply volts or itself bad.

Power LED blinks red

it is a bad fan. it also could be a power supply. Quite often the real problem is dirt clogging up the fan(s) to the point that they need to be replaced. Operation of the set in a dirty environment is not a good idea
