Rca hdtv will not power on. Is it Power Supply or Main Board?
RCA Model# LED39B45RQ red light comes on but will not power on when trying to power on and red light goes off. If unplugged for over 5 minutes, plug it in red light on and will power on with blue light. Once turned off, the process is repeated. Is it Power Supply or Main Board?

If so; the main board should be replaced. To some models of sets, all these section circuit will be integrated at its main board. If this is the case, you have to replace the main board.
It probably got zapped with power. Regardless of how it broke, the first place to start is the main power supply board. Some people repair the caps, which without looking more in depth at some of the troubleshooting forums, I couldn't tell you which one is most often the culprit. It looks like the power supply boards are going for about $25 on ebay, and I would feel pretty confident replacing that at that price.
If that does not fix it, something on the main board could be "crowbarring", or sapping power from power supply from where it is needed to boot up, however, that would only be a secondary test to making sure our power supply is a good one.

In some models of LCD TVS; the backlight inverter and its T'Con board will be a part of the panel itself, and will be a built-in type inside the LCD panel. If so, they can't be replaced. In this case; a panel replacement is the only repair. For some other models, the backlight inverter section circuit will be a part of the main power supply regulator [SMPS]. To such sets, the power supply section circuit too should trouble shoot. Contact any service technician. The circuit will differ with models and versions.
