Eric, the one thing I can think of is that either your linkages are incorrect, by that I mean it sounds as if then you throttle it up, it gets stuck open... I would go over the carburetor set up and make sure that everything is correctly back in its right order.. you may also have the governor set too high, adjust it lower if it sounds as though the engine is working too hard or screaming.

Briggs and Stratton 17HP Intek Governer Overspeeds

Can you Regulate the Engine Speed Using the Governor Arm? If Yes, then Reset the Governor. **To Reset the Governor; Loosen the Governor Arm Bolt and Turn the Governor Shaft Clockwise Until it Stops. Using the Governor Arm Hold the Carburetor to Full Throttle. Now with the Shaft Full Clockwise and the Governor Arm and Carburetor Held at Full Throttle, Tighten the Governor Arm Bolt. If the Engine Still Runs Full Throttle, then Reverse the Rotation of the Governor Shaft, but Still Hold the Carburetor at Full Throttle with the Governor Arm. If it Still Runs at Full Throttle, then Check the Internal Governor.** If you Can Not Regulate the Engine Speed Using the Governor Control Arm, then Check the Carburetor Throttle Valve. If the Throttle Control Valve (sometimes called a Flap or Plate) Mounting Screws Came Out of the Control Valve, then you will have No Control Over the Engine Speed. Send me the Model and Type or Spec Numbers Off the Engine, Please. With these I can Locate the Proper Manual and Better Assist you. **The Throttle Cable Attaches to the Throttle Control Bracket. The Cable Moves a Slide that Moves a Pivot. The Pivot has the Spring Attached to it and to the Governor Arm. The Solid Link Connects to the Governor Arm and goes to the Throttle Shaft on the Carburetor. When the Throttle Cable is Moved it Moves the Pivot and the Pivot Pulls the Spring. The Spring Pulls the Governor Arm and the Governor Arm Moves the Throttle Shaft. Usually the Spring is in the Lower Hole in the Governor Arm and the Solid Link is in the Top Hole of the Governor Arm.** If you Hit a Snag or this Does Not Correct the Problem, I am Here if You Require More Assistance. Hope this Helps. Let me Know What Happens

One engine startsand you move throttle to run, engine runs at extreme rpm's and will not throttle down

John the governor is probably sticking, check for dirt and debris, make sure spring/ linkages are still attached, after cleaning lubricate linkages with lubricant WD or similar. Check the attached links, instruction and guides, Good luck

Governor problems on fh580v

Looks like on page 30 there is a picture of the rod that attaches to the governor and carburetor. Over the years of working on engines that someone else took apart I found that to hook the govenor tom the carburetor the rule was pretty much the same on all except generators. Some have more then one hole to choose from some you just bend the rod but one thing is the same , /// With engine not running,,,You push the butterfly wide open throttle on carb then go down to the Governor arm coming out of the engine block and turning it the same way you twisted the butterfly arm on the carb all the way,in your mind think about clockwise or counter clockwise, if facing it and you turn the carb butterfly arm clockwise to get it to wide open you will need the same thought when facing the governor arm then connect them together with a rod/stiff wire. If when your done it seems a little soft and pulls down you can take your needle nose pliers and put a small z bend in the rod to get it tighter ,quicker to raise the rpm's under a load. How to adjust governor on a Tecumseh hmsk80?

Static Governor Adjust.

With the engine stopped, loosen the screw holding the
governor clamp on the governor lever. Rotate the clamp in
a direction that will force the throttle shaft open and allow
the governor follower arm to rest on the governor spool.
Push the governor lever connected to the throttle to the
wide open throttle position. Hold the lever and clamp in
this position while tightening the screw.

I have a 10 hs tecumseh motor on a riding mower i need an explode view of carb and linkage when start-up engine it goes wide open

Hi and welcome to FixYa, I am Kelly. I understand you have a 10 HP Tecumseh engine. There are service manuals available on line for your engine but without your engine model number it is difficult to pass you the correct one: Here is the link for the service manuals:
http://www.mymowerparts.com/pdf/Tecumseh_Service_and_Repair_Manuals

Somewhere in the list is your manual.
This is my best guess without your engine model number:
http://www.mymowerparts.com/pdf/Tecumseh_Service_and_Repair_Manuals/TECUMSEH_SERVICE%20_REPAIR_MANUAL_OHH50-65_OHHSK50-130_OHV11-OHV17_OVM120_OVRM40-675_OVRM120_OVXLC120_OVXL120_OVXL125_695244A.pdf

^-Make sure you read about Adjustments in section 1 also.

Running wide open causes:
1. Broken throttle control plate spring
2. Governor spring problem
3. Internal Governor flyweight has departed the governor gear.
4. Throttle plate (butterfly) attached to the throttle shaft in the carb throat has come off the throttle shaft.
5. Broken / missing linkage
6. Someone loosened the governor shaft bolt at the base of the governor arm and allowed the governor to get out of adjstment.

Thanks for choosing FixYa,
Kelly

It runs wide open all the time im wondering where idler arm setting is at

It sounds like the govenor spring has become disconnected or the clamp on the governor shaft has become loose and allowed the linkage to get out of adjustment. If problem has occurred suddenly it could mean the governor gear assembly inside the engine has broken and means the engine will need to be dismantrel to replace the governor gear assembly.
Check throttle linkage to see if spring is attached at both ends, one end on the throttle linkage and the other at the fixed point on the engine or to the end of the speed control lever. With engine stopped the spring should hold the throttle wide open and hand pressure on the linkage shoud be all that is needed to move throttle shaft closed to the idle position with no binding in the movement of the linkage.
If spring is OK and while engine is running, linkage should be able to be be moved to bring engine back to idle. If porblem has occurred gradually, then linkage will need re-adjusting. Loosen adjusting clamp on governor shaft, then holding linkage in wide open throttle position rotate shaft as far as it will go in the opposite direction to that requred to close throttle to idle . Re-tighten clamp.

I have a 24HP V-Twin Briggs that i blew up. I found the parts i needed and rebuilt the beast. It starts and runs but i cant get it to throttle down. I split the case again and inspected the governor....

A big vavume leak and or the throttle blade doesn't close or it gone ( missing). the carb should close all the way ( you can't look thiugh it) with the linkage off you should be able to run it by hand with good results. if you can find out the correct way to put the springs on and just move things around or gat a look at one thats working right and you may see whats put together wrong on yours.
