How to unlocked a hp laptop hard drive?

If you don't know the bitlocker password, forget getting access to your computer. Take out the hard drive encrypted by bitlocker, and install a new hard drive. Reinstall operating system on the replaced hard drive.
It will be a new installation.

Unless you have a "hack CD", the only other way is to "reimage" the laptop. In other words, insert an operaing system CD and turn it on and hit "F12" until it asks you if you want to boot from a CD/DVD, it will give you options on where to boot from as well, select DVD drive. Then when the operating systems set up menu appears, annd you are on the page that has the hard drive letters (e.g.- C:\ ; D:\ and so on select a drive (anyone will do) and then goto the bottom and select "driver options" and basically you want to fromat\delete all the drive partitions(partitions=different letters)

this is a bios password u will have to when you start your pc enter into the setup by pressing f1 or f8 or what ever your system is setup to and see if you can change it back or to where it says to eather enable password or disable it if it is locked by the system administrater then u will have to call microsoft and they will have to give you the unlock code over the phone to unlock your bios

Sounds like somebody installed a hard drive password, and there is no way to get around it but to replace the hard drive and start over.
