At an educated guess sounds like dial tone is set to decadic if there are two phones the other phone will set off ringer when numbers dialed. May need to get phone provider to change dial mode in exchange line interface circuit to be Dual tone Multi Frequency Dialing and then switch phones to Tone dialing rather than pulse dialing.
It\'s in system programming: feature CONFIG, Terminals & Sets, enter ext #, Prime Line: set to I/C (for intercom dial tone) or Line xxx. It is probably set to None based on your description.
Is there a dial tone? And have you tried another phone? If there is a dial tone make sure the phone is set for tone dialing. There will either be a switch on the side of phone for pulse or tone, set for tone. or go into the menu and look for it there...

Changing the Dial Mode (Tone or Pulse Dialing)

Your phone can communicate with the telephone network in two different
ways: tone dialing or pulse dialing. These days, most phone networks use a
method called tone dialing, so your phone comes programmed for tone dialing.
If your phone company uses pulse dialing, you need to change your phone's
dial mode. If you don't get a dial tone or can't connect to the telephone
network, follow the steps below to modify your phone?s settings:
With the phone in standby, press and hold [cid/menu].
Press [vol/ / ] to move the pointer to select DIAL.
Press [select/channel] to set the phone to pulse dialing.
Press [end].
Return the handset to the base. The handset communicates the new
setting to the base, and the base activates the setting on any other
handsets.

I would first verify that the line is good. Take a known good corded phone. YES corded phone !!! and try dialing with it and make sure it dials on the line every time. Also make sure that the Pulse/Tone setting is set for your service( there is still a few area without Touch Tone belive it or not)
Once you verify that the line is ok check each phone and take the defective ones back to where you bought them.

Dial tone is OK, but can't dial out • Make sure the tone/pulse setting is programmed correctly. TONE/PULSE DIALING 1. Make sure the phone is OFF (not in TALK mode). 2. Use the CID/VOL left (-) or right (+) arrow button to scroll to 1TONE or 2PULSE, or use the touch tone pad on the handset to enter the desired setting. For example, to choose TONE dialing, press the number 1 key. 1TONE is the default setting. 3. Press flash/program to store selection. You will hear a confirmation tone.
