I assume you are referring to the water dispenser on your GE refrigerator. To turn off the water dispenser, you can either:
Press and hold the "Lock" button on the control panel until the water dispenser display turns off. This will lock all the functions of the control panel, including the water dispenser.
Locate the water shut-off valve behind the refrigerator and turn it off. This will shut off the water supply to the refrigerator and disable the water dispenser.

more than likely the mainboard in the rear of the unit is defective,as the dispenser board gets its power from the mainboard and the dispenser bpoards normally dont go bad
Replace the main control board . Pt # WR55X10942 is the part number . The dispenser board has lost communication with the main board . The main control board is behind the refrig , behind the small 8X10 inch panel . There are 6-8 group plugs which will only fit in perspective plugins , so this board is easily replaceable . Cost of board is about $150.00 .
