Nothing wrong with motherboard engine it seems looking like issue with plasma display connector top left and right side , if you good on that to do it yourself then have look pic or send me pics inside http://electronicdoctor.weebly.com Connection may be different on your TV set
the white circles are called halos caused by technically a burn-in u either ignore or change the screens particularly the one on the inside for a new one......the halos have made a burn-in on the screen its like taking a spot light and pointing it to a surface for long the light will eventually image its circular image on the surface like a discolouration hence the snow like white balls as u call them....another suspect the optical dome glass maybe dirty u got to open the box screen chamber and use a soft cloth to clean it
Sounds like the DMD chip is getting bad pixel failure. Most likely the chip will have to be replaced. If the white spots are well defined and rectangular in shape when you get up close to the screen, then this would confirm the problem.
Just tell your friends that it's snowing in Kenya and the snow flakes are getting on the screen and ask the children to try and brush them off. Make the most of it until you can get it fixed, or get another broken one that has a good dmd chip and swap parts.
